PARK COMMISSION AGENDA ITEM <br />Prepared By: Reviewed By: Approved By: <br /> <br />Item No.: 6 Date: September 7th, 2021 <br />Item Description: Parks Capital Improvement Plan (CIP) Review <br />Presenter: Adam T. Edwards, P.E. <br />City Administrator/City Engineer <br />Agenda Section: Staff Report <br /> <br />1. Purpose. The purpose of this item is for the Commission to review and provide input to the Capital <br />Improvement Plan (CIP) for 2022 and beyond. <br /> <br />2. Summary. The CIP is a planning level document that lays out future capital expenditures. The plan <br />is revised annually and submitted for approval to the City Council. The revised 2022 version is attached. <br />Staff will be presenting CIP items to the Council in October and November for formal adoption in <br />December. <br /> <br />3. Items to highlight for the Parks CIP. (Exhibit A). <br /> <br />a. Moved GC Wetland/ Fairway 4 project further back in the timeline as there is not a current <br />partner/ funding source identified. <br />b. Re-added the GC Fire pit to the plan as there was some renewed interest in this item during <br />discussion in 2021. <br />c. Recommend moving the North Arm trail to 2024 or later to coincide with North Arm road <br />project. <br />d. Recommend removal of the Trial along Hunter as the Diamond Lake Regional Trail alignment <br />master plan has changed to not include that area. <br /> <br />4. Funding. Items on the Park CIP are funded from Park Fund or Lurton Park Fund. Where applicable <br />grant or partner funding will be used. All items on the CIP are subject to funding availability and <br />approval by the City Council. The Park Fund has insufficient funds projected to complete all of these <br />projects. The Park Fund is primarily funded by Park dedication fees which come from developments <br />within the city. The city council has proposed a $100,000/yr dedicated levy for 2022. Fund balance <br />estimates are at Exhibit B. <br /> <br />COMMISION ACTION REQUESTED <br />The Park Commission should review and provide any comments for CIP. <br /> <br />Exhibits <br />A.
