Consider improvements to the Casco Point Ice Rink and Partnership opportunity with <br />Orono Youth Hockey Association. <br /> <br />2. Background. Mr. Jon Schwingler of the Orono Youth Hockey Association approached the City <br />earlier this year about opportunities for outside rink time for youth hockey at City Rinks. At the June <br />Work Session the Commission discussed opportunities for short term and long term partnership. Short <br />term the idea of using the Casco Point Rink and longer tern consideration of rinks as masterplans for <br />parks are developed. Staff met at Casco Rink with Mr. Schwingler to explore options. <br /> <br />3. Possible Improvement and Partnership. Discussions at Casco Rink with the association resulted <br />in three items for consideration: <br /> <br />a. The installation of lights at the Rink. This work would be done by the city. This idea was <br />previously proposed back at a commission work session in June of 2019 as a means of increasing use on <br />dark January afternoons. Staff is currently working on getting some preliminary quotes but we estimate <br />this project would cost approximately $5000. Project would include installation of 4 light poles with <br />lights; Lighting controls (to ensure lights only operate during designated times) and necessary electrical <br />feeds and circuits. <br /> <br />b. Installation of temporary hockey boards and goals. This work would be done by the <br />Association. The boards would cover approximately ½ of the rink area. <br /> <br />c. Ice sheet maintenance. The association and City would partner to share ice sheet maintenance <br />responsibilities. <br /> <br />4. Cost. Estimated cost to the City would be $5000. <br /> <br />5. Funding.
