MINNEHAHA CREEK WATERSHED DISTRICT <br /> QUALITY OF WATER QUALITY OF LIFE <br /> EROSION CONTROL INSPECTION REPORT <br /> DATE: April 25, 2011 <br /> T0: John Sonnek <br /> FROM: Joe Barten, District Representative <br /> RE: MCWD Permit 10-285: 3382 Bayside Road, Orono <br /> The Minnehaha Creek Watershed District (MCWD) has inspected your site for compliance with the MCWD <br /> permit requirements. Based on our inspection at the above mentioned location,the following was observed <br /> and recorded on April 25, 2011: <br /> • Inadequate construction entrance on west side of site <br /> • Perimeter control in need of maintenance <br /> • Lack of soil stabilization on exposed soils, particularly within areas adjacent to streambanks on site <br /> • Lack of stabilization on stream bank <br /> • Culvert below East construction entrance lacking stabilization and with inadequate ditch checks <br /> • Proposed wetland buffer areas have been impacted by soil grading activity and vegetation removal <br /> MCWD requests that the following actions are taken: <br /> • Maintain adequate construction entrance on west side of site <br /> • Perform necessary maintenance of perimeter control <br /> • Stabilize all inactive portions of site per the MCWD Erosion Control Rule which states: <br /> (a)All exposed soil areas must be stabilized as soon as possible to limit soil erosion but in no case later <br /> than 14 days after the construction activity in that portion of the site has temporarily or permanently <br /> ceased. <br /> • Maintain and/or supplement ditch checks adjacent to the culvert <br /> • Buffer areas that are not vegetated or have been disturbed by grading activities during construction <br /> must be adequately stabilized 25' back from the stream as soon as possible. However, please be aware <br /> that long term buffer requirements apply as follows: <br /> 1. Soils must be decompacted to a depth of 18 inches and organic matter must be incorporated <br /> into soils before revegetation. <br /> 2. Buffers shall be planted with a native seed mix and/or native plantings approved by the District. <br /> To avoid formal enforcement action from the Minnehaha Creek Watershed District, please implement the above <br /> mentioned corrections by 12:OOpm on Wednesday,April 27, 2011. Failure to address the above mentioned <br /> corrections will result in a Stop Work Order and additional permit fees. <br /> Thank you for your attention to MCWD permit requirements.
