If there <br /> is a home on the property it is developed; if it is vacant it is undeveloped. We plan to use the timing <br /> established for nonconforming structures as a guide for when an existing home is removed before we <br /> would consider the lot to be"undeveloped". City Code Section 78-71(c) subsections 1 and 2 to apply <br /> toward voluntary removal (180 days) verses involuntary removal (12 months).
