The purpose of this agenda item is to gain council approval to certify delinquent utility <br />bills to Hennepin County for collection with the payable 2022 property taxes. <br /> <br />2. Background. Each year the city certifies to the county, all unpaid annual service charges for the <br />septic program, the recycling program, and all delinquent sewer and water accounts of $50.00 or more, to <br />be collected with the following year's taxes. In addition to the outstanding amounts delinquent, eight <br />percent (8%) interest and an administrative fee of $25.00 are added to all accounts. At this time, the total <br />to be assessed is $102,771.62 between 132 properties. This amount will be decreased by any payments <br />received up to the final payment date of November 29, 2021. A copy of the assessment roll is attached <br />for your review. <br /> <br />3. Public Hearing. State statutes require the City hold a public hearing regarding the assessment of <br />these fees prior to certifying the assessment roll to the County. Notices of the public hearing have been <br />sent to all delinquent properties. The hearing is an opportunity for property owners to ask questions and <br />provide comments regarding the proposed assessment. <br /> <br />4. Staff Recommendation. Staff recommends approval of the resolution to certify delinquent water, <br />sewer recycling, septic and storm water charges to Hennepin County. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to Adopt Resolution No. 7231 for the certification of delinquent 2021 water and sewer utility <br />service charges, recycling program fees, on-site sewage treatment program, storm water charges to <br />Hennepin County for collection with the 2022 property taxes. <br /> <br /> <br />Exhibits <br />A.
