<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />CITY OF ORONO <br />RESOLUTION OF THE CITY COUNCIL <br /> <br />NO. ________________________ <br /> <br /> <br />2 <br /> <br /> WHEREAS, on August 23, 2021, the City Council reviewed the Applicants’ revised <br />proposal; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of Orono, Minnesota <br />hereby approves the requested variances as amended and described above based on one or <br />more of the following findings of fact concerning the Property: <br /> <br />FINDINGS OF FACT: <br /> <br />1. This application was reviewed as Zoning File #LA21-000047. The analysis contained <br />within staff memos and the exhibits attached to the aforesaid memos, all minutes from the <br />above mentioned meetings, and any and all other materials distributed at these meetings <br />are hereby incorporated by reference. <br /> <br />2. The Property is located in the LR-1B One Family Lakeshore Residential Zoning District. <br /> <br />3. Camp TEKO is an existing use operating under an existing Conditional Use Permit for not <br />for profit camps within the LR-1B District since 1965. <br /> <br />4. The Property is owned by Temple Israel and Camp TEKO is accredited by the American <br />Camp Association. <br /> <br />5. The Property contains 17.98 acres in area and has a defined lot width of approximately <br />1500 feet at the OHWL and 75-foot setback. <br /> <br />6. The Property is within Tier 1 and hardcover is limited to 25% according to the Stormwater <br />Quality Overlay District. <br /> <br />7. The Property has approximately 15% hardcover. <br /> <br />8. The Applicants are working toward their goal of making improvements to better adapt the <br />Property for individuals with disabilities. <br /> <br />9. Applicant has applied for the following variances: <br />a. Hardcover within 75-foot Setback Variance <br />b. Building Setback within 75-foot Lake Setback <br /> <br />10. In considering this application for variances, the Council has considered the advice and <br />recommendation of the Planning Commission and the effect of the proposed variances <br />upon the health, safety and welfare of the community, existing and anticipated traffic
