To consider sale of a small portion of city owned land to the adjacent property owner. <br /> <br />2. Background. On June 8, 2020, the City Council reviewed a request for a boundary line <br />adjustment, regarding city owned land in and adjacent to Forest Lake and private property at 1121 <br />North Arm Drive. The Council appeared to support the adjustment, provided the property owner <br />paid all associated expenses. <br /> <br />The applicant has prepared the legal description and surveys necessary for the request. A review <br />of the survey confirms that about 876 sq ft of the city lot is land above the OHWL. The City <br />cannot give this land away. <br /> <br />The applicant has proposed purchase of the 876 sq ft of land for $100.00. He bases this proposal <br />on a similar sized land parcel two houses to the north, that parcel is valued at $100.00 by the <br />County. Information on that parcel is provided as Exhibit A. This appears to suggest fair market <br />value. <br /> <br />Should the Council support the sale at this price, they should direct the City Attorney to confirm <br />the title work allowing the sale. The sale could be completed at the same time as the vacation of <br />the adjacent unimproved right of way is completed, in March. <br /> <br />3. Public Comment. No public comments are collected at this time. The Planning Commission <br />will hold a public hearing on the sale. <br /> <br />4. Staff Recommendation. Staff recommends the Council accept the price offered, and direct the <br />city attorney to confirm title on the property and prepare or review necessary documents for the <br />transaction. <br /> <br />COUNCIL ACTION REQUESTED <br />City Council accept the price as offered and direct the city attorney to confirm title and prepare or review <br />necessary documents for the transaction. <br /> <br />Exhibits <br />A.
