<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1. Purpose. The purpose of this action item is for Council to review the interpretive sign designs, accept <br />a quote from a sign manufacture, accept donation from the Big Island Legacy Group and approve the <br />Grant Agreement with the State for the State Bonding funding. <br /> <br />2. Background. <br /> <br />a. Bonding Bill Funding. The State Bonding Bill included $300,000 for Orono’s Big Island Park <br />Project: For a grant to the city of Orono to predesign, design, construct, furnish, and equip improvements <br />at Big Island Park, including a picnic area, trails and trail gates, restrooms, permanent seating, and <br />interpretive panels. To maximize Special Appropriation Funding the following adjustments were <br />included in the budget calculations: an ADA Trail extension to the north, development of and installation <br />of additional interpretive signs and some additional sitting stones. The State Bonding Fund money is <br />administered by DEED via a grant. The State provided a grant agreement for approval. <br /> <br />b. Interpretive Signage. The initial project included seven interpretive signs and two informational <br />signs. The interpretive signs were designed by the Park Commission and the informational signs by <br />staff. City staff installed the signs. The Big Island Legacy (BIL) (501C3) and the Parks Commission <br />indicated a desire to have additional interpretive signage. On January 25th 2021, Council approved the <br />interpretive sign concept planning. At the April 26th 2021 meeting the council approved the contractors <br />sign design proposal. The contractor has completed the sign designs. <br /> <br />3. Project Scope of Work. The project scope consists of ADA accessible pathway, picnic shelter, <br />interpretive signage and ADA compliant restroom facilities. <br /> <br />a. Interpretive Sign Scope of Work. The scope for the interpretive sign proposal includes the <br />design of 11 interpretive signs. <br /> <br />4. Cost. Total project costs based on previously approved items and the proposed sign costs below is <br />$709,914. <br /> <br />a. Sign Costs. Jim Roe Museum Planning has proposed a fee of $20,900.
