The purpose of this item is to review and approve a contract for the City of Orono to <br />provide Public Works (PW) support to the City of Spring Park (SP). <br /> <br />2. Background. In December of 2019 Spring Park staff reached out to Orono staff to explore the <br />possibility of the City of Orono providing public works support to Spring Park. The City of Spring Park <br />currently contracts out their public works support. Their primary contract is with People Service which <br />expires in September of 2021. In June of 2020 the City Council provided staff guidance on proceeding <br />with negotiations with Spring Park. Based on feedback from the May 24th, 2021 Council meeting the <br />City Attorney and Administrator prepared a draft agreement. The City Council for Spring Park approved <br />the Agreement on June 21st, 2021. <br /> <br />3. Agreement Summary. Per the agreement the City of Orono would provide standard public works <br />support to the city of SP including water, sanitary sewer, streets, storm water and parks maintenance in a <br />manner consistent with how those services are provided to the City of Orono. The one key service not <br />included is snow and ice removal, which SP will contract separately. <br /> <br />4. Cost. The baseline fee to SP for service will be $191,000 per year adjusted annually based on the <br />COLA rate in the PW Collective bargaining Agreement. <br /> <br />5. Way Forward. SP’s current contract ends at the end of August 2021 so we will need to be ready to <br />provide services by September 1st. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Council Action Requested: <br />Motion to approve the agreement attached at Exhibit A for the provision of Public Works Support to the <br />City of Spring Park. <br /> <br />Exhibits <br />A.
