To consider changes to the city code pertaining to issuing licenses allowing for the <br />placement of docks on right of way on Big Island and add a Dock License fee for Big Island to the fee <br />schedule. The recommended fee is $500.00 per year. <br /> <br />2. Background. The City Council has spent the past several months developing an ordinance that would <br />allow the city to issue licenses to place docks adjacent to rights of way on Big Island. A copy of the <br />document with line numbers for easier navigation is attached as Exhibit D. <br /> <br />The City attorney had reviewed and revised the draft ordinance per Council direction, the final <br />ordinance for adoption is attached as Exhibit A. On July 12, 2021, the City Council wanted one <br />modification to clarify that licensees had to be owners, not renters, of Big Island lots of record. <br />Ownership requirements are stipulated in lines 135, and 153-155. <br /> <br />License fee. The table below outlines the city’s expected costs. Public Comment. Public comments received were included in the packet for July 12, 2021. No <br />comments for or against since the meeting have been received.As of this writing, staff has received <br />one comment requesting the item be tabled, attached as Exhibit E. <br /> <br />4. Staff Recommendation.
