This may be a more desired option as <br /> the building would be moved further from the adjacent residential properties. A suitable landscape <br /> plan would soften the impact of the building as viewed from the Brown/12 intersection,and perhaps <br /> enhance the urban feel of this area. <br /> The developer is preparing an alternative site plan that will show a road without two-sided parking <br /> and relocating the senior housing building 60' from the north property line. They will present that <br /> option to the Planning Commission on Monday night. <br /> Pedestrian paths should be made available between parking areas and all entrances to the buildings. <br /> It would be appropriate to provide for a pedestrian access between the senior building and the clinic, <br /> and the existing sidewalks abutting Hwy 12. <br /> The Planning Commission should review and discuss each of the 6 items as presented in the report <br /> and any other issues the Planning Commission deems appropriate. <br /> 1. Other Issues <br /> Options for Action <br /> Planning_ Commission is advised that, per the Highway 12 PUD provisions of 10.53, this proposal <br /> is at the General Concept Stage,equivalent to the preliminary plat stage of a subdivision. However, <br /> the Council may hold a second public hearing after the Planning Commission recommendation. <br /> Council approval of the concept plan requires a 4/5 vote. Section 10.53, Subdivision (A) (2) (1) <br /> requires the Council to proceed with the approval process if the Planning Commission does not make <br /> a recommendation within 60 days of receipt of the application. The application was received <br /> complete as of 10/30/00. While the lack of a Planning Commission meeting in December is a <br /> legitimate reason to extend past the 60 day limit, the developer would prefer to have conceptual <br /> approval this year,rather than be tabled until the January meeting. As an option to tabling,Planning <br /> Commission may wish to identify for Council the major concerns with this proposal, and give <br /> Council a sense of the pro and cons of each issue. <br /> A.
