RPUD Ordinance - 4th Draft December 18, 2000 Page 18 <br /> 6) all special conditions required on the master development <br /> plan by the city have been incorporated into the final site and <br /> building plan. <br /> Approval of a final site and building plan shall signify approval of all plans <br /> . necessary prior to application for a building permit, subject to conformance <br /> with any conditions on the approval and subject to other necessary approvals <br /> by the city. <br /> E. Simultaneous Review. Applicants may combine the final site and building <br /> plan review with the master development plan review by submitting all <br /> information required for both stages simultaneously. <br /> F. Basis For Approval; Conditions. In evaluating a site and building plan, the <br /> planning commission and city council shall base their recommendations and <br /> actions regarding approval of a RPUD on a consideration of the following: <br /> 1) compatibility of the proposed plan with this section and <br /> consistency with the goals, policies, and objectives of the <br /> Comprehensive Plan and Surface Water Management Plan; <br /> 2) preservation of the site in its natural state to the greatest <br /> extent practicable by minimizing tree and soil removal and <br /> designing grade changes to be in keeping with the general <br /> character and appearance of neighboring properties; <br /> 3) creation of compatible relationships between buildings and <br /> open spaces both on the site and adjacent to it,incorporating <br /> natural site features and with existing and future buildings <br /> having a visual relationship to the development, giving <br /> special attention to: <br /> a) an internal sense of order for the buildings and uses <br /> on the site and provision of a desirable environment <br /> for occupants, visitors and the general community; <br /> b) the amount and location of open space and <br /> landscaping; <br /> c) materials,textures, colors and details of construction <br /> as an expression of the design concept and the <br /> compatibility of the same with the adjacent and <br /> neighboring structures and uses; and vehicular and <br /> pedestrian circulation, including walkways, interior <br />
