Park Fee Analysis <br /> SUMMARY <br /> I. Sewer and Water Connection Charge. There are two alternatives <br /> for determining the Sewer and Water Connection Charge based on two <br /> interpretations of the original agreement for construction of the Highway <br /> 12 sewer and water system, yielding a total S/W connection charge of <br /> either$40,838 based on developer purchase of additional units at current <br /> rates; or$0 based on a conclusion that Rebers' original assessments for <br /> the project (totaling $277,100 for the 44 units) were not tied to a <br /> limitation on number of units. <br /> II. Park Fees. The commercial park fee for the office site under the <br /> standard formula is $33,125. The residential park fee under the <br /> current ordinance is $192,200 although this is 25% of the land value. <br /> Council may wish to consider amending the existing Park Dedication <br /> ordinance by: <br /> 1. Adopting language that will allow a reduction/waiver <br /> of park dedication fees or requirements for projects <br /> receiving City assistance or meeting certain public <br /> purposes; and/or <br /> 2. Adopting language that would cap park fees at.a given <br /> percent of land value for higher-density residential <br /> projects, or eliminate the minimum/maximum per-unit <br /> fees for such projects. <br />
