SECTION I <br /> Development Plan for Housing Project No. 1 <br /> Subsection 1-1. Definitions <br /> The terms defined below shall,for purposes of this Development Plan,have the meanings herein specified, <br /> unless the context otherwise specifically requires. <br /> 1. "Authority" means the Orono Housing and Redevelopment Authority. <br /> 2. "Board of Commissioners" means the Board of Commissioners of the Authority. <br /> 3. "City" means the City of Orono. <br /> 4. "Comprehensive Plan" means the documents which contain the objectives, policies, standards and <br /> programs to guide public and private land use, development, redevelopment and preservation for all <br /> lands and water within the City. <br /> 5. "County" means the County of Hennepin,Minnesota. <br /> 6. "Development Plan"means this Development Plan for Housing Project No. 1,as initially proposed,and <br /> as it shall be modified. <br /> 7. "HRA Act" means Minnesota Statutes,Section 469.001 through 469.047. <br /> 8. "Land Use Regulations"means all federal,state and local laws,rules,regulations,ordinances,and plans <br /> relating to or governing the use of development of land in the City, including but not limited to <br /> environmental, zoning and building code laws and regulations. <br /> 9. "Project Area" means the real property within the City constituting the Housing Project No. 1. <br /> 10. "Public Costs"means the costs set forth in the Tax Increment Financing Plan,and any other costs eligible <br /> to be financed by Tax Increments under the TIF Act and the HRA Act. <br /> 11. "Public Improvements" means the public improvements described in the Development Plan and Tax <br /> Increment Financing Plan. <br /> 12. "State" means the State of Minnesota. <br /> 13. "Tax Increment Bonds" means any tax increment bonds or notes issued by the Authority to finance the <br /> Public Costs as stated in the Development Plan for Housing Project No. 1 and in the Tax Increment <br /> Financing Plans, and any obligations issued to refund such bonds. <br /> 14. "TIP Act" means Minnesota Statutes, Sections 479.174 through 479.179, inclusive, as amended. <br /> 15. "Tax Increment Financing District" means any tax increment financing district presently established or <br /> to be established in the future in Housing Project No. 1. <br /> 16. "Tax Increment Financing Plan" or "Plan" means the Plans adopted by the Authority for any Tax <br /> Increment Financing District. <br /> Orono HRA Development Plan for Housing Project No. I I-I <br />
