ENDORSEMENT OF CITY OF ORONO, MINNESOTA <br /> TO ARBITRAGE CERTIFICATE <br /> The undersigned,being the duly appointed and acting Mayor and City Clerk,respectively, <br /> of the City of Orono,Minnesota(the"City"),hereby certify that: (1)they have been authorized <br /> to execute, on behalf of the City, its Senior Housing Revenue Bonds (Wedum Shorewood <br /> Campus), Series 2001, in one or more series (the "Bonds"); and (2) based solely upon the <br /> provisions, statements, representations and covenants made by Orono Senior Housing, LLC, a <br /> Minnesota limited liability company(the"Borrower"),in the foregoing Arbitrage Certificate(the <br /> "Certificate"),the undersigned reasonably expect that the proceeds of the Bonds will be used for <br /> the purposes, in the amounts and in the manner set forth in the Certificate.
