Michael and Leena Kuruvilla Kallivayalil& <br /> Ambily Kallivayalil <br /> 760 Hunt Farm Road <br /> Orono,MN 55356 <br /> June 8, 2012 <br /> Christopher Rogers <br /> Senior Siting and Land Rights Agent <br /> Xcel Energy <br /> 414 Nicollet Mall MP-8 <br /> Minneapolis, MN 55401 <br /> RE: Orono Substation Replacement <br /> Route Permit Compliance Filings <br /> Docket No. E002/TL-11-223 <br /> Dear Mr. Rogers: <br /> Pursuant to the Minnesota Public Utility Commission's ("PUC") April 6, 2012 permit for <br /> the above-referenced substation replacement, and Xcel Energy's letter of May 2, 2012 to <br /> "Property Owners," we are submitting this letter and the attached graphic depictions for Xcel <br /> Energy's consideration. <br /> As you are no doubt aware, we have opposed Xcel Energy's plans to expand its <br /> substation next to our backyard, consistently since Xcel Energy announced those plans. I will <br /> not unduly add to the length of this letter by reciting our previous concerns and opposition to <br /> Xcel Energy's plans. Suffice it to say that we firmly believe that Xcel Energy's present plans to <br /> expand its substation are completely out of step with the residential character of the area, and <br /> will significantly reduce the market value, as well as our own enjoyment, of our home. <br /> Having again stated our opposition to Xcel Energy's present plans, we do want to thank <br /> you and the other representatives of Xcel Energy for the courtesies that you have shown us in <br /> communications such as last month's public meeting at the Orono City Hall. We do understand <br /> that you and the other employees of Xcel Energy are merely doing your job, and we certainly do <br /> not have any animosity to any of you personally. <br /> Assuming that Xcel Energy proceeds with its ill-advised decision to replace the existing <br /> small substation with a new and greatly expanded substation next to our backyard, we <br /> respectfully request that Xcel Energy utilize the "Option 3"that it presented at the May 15, 2012 <br /> public meeting, but that the "screening" berm actually be higher. In an effort to illustrate what <br /> we are referring to, we are attaching herewith a copy of Xcel Energy's "VIEWPOINT 2" of <br /> "Option 3" (taken from our backyard) in which we have added a black line for the approximate <br /> location of what we request as the "Berm Top." This "Berm Top" would essentially extend the <br />
