STATE OF MINNESOTA PUBLIC UTILITIES COMMISSION <br /> February 13, 2013 <br /> Ellen Heine <br /> Northern States Power,a Minnesota Corporation <br /> Xcel Energy Services, Inc. <br /> 414 Nicollet Mall,MP-8 <br /> Minneapolis,MN 55401 <br /> RE: In the Matter of the Application for a Route Permit for the Orono Substation Expansion and New <br /> 115 kV Transmission Line Project-Compliance Review: Plan and Profile-Docket No.E002/TL-11-223 <br /> Dear Ms. Heine: <br /> The Commission is in receipt of Northern States Power January 18, 2013 compliance documents and <br /> February 8, 2013 Updated Plan and Profile documents filed in accordance with the Orono Substation <br /> Expansion and New 115 kV Transmission Line Project Route Permit (issued April 6, 2013). <br /> The Department of Commerce Energy Facilities Permitting staff(DOC EFP) reviewed the Plan and Profile, <br /> as well as the other submissions, relative to the permit conditions and provided the Commission its <br /> recommendations on February 7, 2013. DOC EFP stated that the Plan and Profile and other filings are in <br /> accordance with the permit and all permit conditions, with exceptions. In a February 8, 2013 supplemental <br /> filing,the permittee addressed the exceptions raised by the DOC EFP. <br /> Based on the review of submissions, including the January 15, 2013 supplement provided by the Permittees, <br /> Commission staff has advised me, and I agree, that the Permittee's Plan and Profile filings in this matter <br /> indicate compliance with the terms and conditions of the route permit. <br /> If you have any questions,please direct them to Michael Kaluzniak(651-201-2257)of the Commission staff. <br /> Sincerely, <br /> Burl W.
