Haar <br /> Executive Secretary <br /> Minnesota Public Utilities Commission <br /> 350 Metro Square Building <br /> 121 Seventh Place East <br /> St. Paul,MN 55101 <br /> Re: Summary of complaints for May—Complaint Received <br /> Orono Substation Replacement and New 115 kV Transmission Line Project <br /> Docket No. E002/TL-11-223 <br /> Dear Dr.Haar: <br /> Northern States Power Company,doing business as Xcel Energy,obtained a route permit(dated <br /> April 6, 2012)to relocate approximately 0.2 miles of Xcel Energy Line 0831,to construct <br /> approximately 0.4 miles of new double-circuit 115 kV transmission line between line 0831 and <br /> the Orono Substation and to expand and modify the Orono Substation to accommodate the new <br /> 115 kV transmission line. The Complaint Procedures for High Voltage Transmission Lines <br /> attached to the route permit require that Xcel Energy submit a summary of all complaints <br /> received or resolved concerning Permit conditions for the project by the 15th of each month. <br /> Xcel Energy received a complaint from neighboring landowners Michael and Leena Kallivayalil <br /> following notification to the landowners regarding the misplaced transmission pole. Xcel <br /> Energy submitted a letter regarding this issue to the docket on May 9, 2013. The Kallivayalils <br /> have expressed concerns regarding the placement of the pole,the locations of poles on the 69 kV <br /> line(which bypasses the north side of the substation)and the size of the berm on the west side of <br /> the substation. A letter from their attorney regarding these concerns was filed to the docket on <br /> June 4, 2013. <br /> Xcel Energy Principal Land Agent Chris Rogers has been coordinating with the Kallivayalils as <br /> well as the other landowners in the Hunt Farm HOA regarding the misplaced pole issue. A field <br /> visit has been scheduled to review stakes showing the intended pole location.
