• <br /> Energy Facility Permitting <br /> ,... <br /> MINNESOTA 85 7th Place East,Suite 500 <br /> DEPARTMENT OF St. Paul, Minnesota 55101-2198 <br /> COMMERCE ph 651.296.4026 I fax 651.297.7891 <br /> \ i http://mn.gov/commerce/energyfacilities <br /> PERMIT COMPLIANCE FILING REVIEW <br /> PUC Docket No. E002/TL-11-223 <br /> Northern States Power Company, a Minnesota Corporation (Xcel Energy) filed compliance <br /> documents pertaining to the Route Permit issued by the Commission on April 6, 2012, for the <br /> Orono Substation Expansion and New 115 kV Transmission Line Project. <br /> The following documents were submitted in accordance with the HVTL Route Permit: <br /> Filing Permit Description e-Docket Document Date Filed <br /> Number Section(s) Number <br /> 1 4.1 Proposed resolution of 20136-88382-01 June 21, 2013 <br /> misplaced structure. <br /> Misplaced Structure on 115 kV Transmission Line <br /> On May 8, 2013, Xcel Energy informed the Commission that the first new transmission structure <br /> north of the Orono Substation (denominated as Structure 076-4) was constructed approximately <br /> 120 feet further north than intended.' The May 8th letter informed the Commission that, on <br /> advice of EFP staff, Xcel Energy would investigate options for resolving this issue and would <br /> seek input from neighboring landowners on their preferences. <br /> On June 21, 3013, Xcel Energy filed a letter with the Commission that: <br /> • explained how the error occurred and described procedures for reducing the potential for <br /> this type of error to occur in future projects; <br /> • described several alternatives to resolve the issue and identified Xcel Energy's preferred <br /> resolution of the error; and <br /> • summarized input Xcel had received from neighboring landowners.2 <br /> Section 4.1 of the Route Permit requires the permittee to file plan and profile information, <br /> including transmission structure specifications and locations shown on a map. With regard to <br /> changes in project design occurring after submission of a plan and profile, this section of the <br /> permit states: <br /> If the Permittee intends to make any significant changes in the plan and profile or the <br /> specifications and drawings after submission to the Commission, the Permittee shall <br /> notify the Commission at least five (5) days before implementing the changes.
