The Complaint Procedures for High Voltage Transmission Lines <br /> attached to the route permit require that Xcel Energy submit a summary of all complaints <br /> received or resolved concerning Permit conditions for the project by the 15th of each month. <br /> Tree clearing occurred during the week of September 15 and grading for the substation began on <br /> September 26`h.
