Xcel Energy's letter proposed use of Y-frame structures at two locations and <br /> requests that the EA evaluate the proposed Y-frame structures.48 <br /> 47. Michael Kuruvilla Kallivayalil, a resident of the Huntington Farm neighborhood <br /> and president of the HFHOA, submitted comments expressing concern with the <br /> location of the substation, impacts to wetlands, health and safety impacts from the <br /> project, and economic impacts to landowners from the project. Mr. Kallivayalil <br /> proposed four additional substations locations.' <br /> 48. The scoping decision document for the EA was signed by the deputy commissioner <br /> of the Department of Commerce on September 12, 2011, filed with the Commission <br /> and made available to the public as provided in Minnesota Rule 7850.3700, subpart <br /> 3, on September 14, 2011. The scoping decision evaluated two routes, the Xcel <br /> Energy Proposed Route and the Baker Park Reserve Route Alternative. No <br /> alternative substation locations were included for evaluation in the scoping <br /> decision.5o <br /> Environmental Assessment <br /> 49. The EA was filed with the Commission and made available on November 30, 2011. <br /> A corrected version of Appendix B of the EA was e-filed on December 13, 2011; <br /> the print version supplied for public review contained the correct version of <br /> Appendix B.51 The EA was prepared in accordance with Minnesota Rule <br /> 7850.3700, and contained all the information required. <br /> 50. On November 30, 2011, EFP staff mailed a Notice of, Public Hearing and <br /> Availability of EA to those persons whose names are on the project contact list and <br /> to local and regional officials in compliance with Minnesota Rule 7850.3700, <br /> subpart 6.52 <br /> 51.
