E002/TL-11-223 <br /> Minnesota. <br /> FINDINGS OF FACT, <br /> CONCLUSIONS OF LAW, AND <br /> ORDER ISSUING A ROUTE PERMIT TO <br /> NORTHERN STATES POWER COMPANY, <br /> A MINNESOTA CORPORATION, FOR A <br /> 115 KILOVOLT TRANSMISSION LINE <br /> AND ASSOCIATED FACILITIES <br /> The above matter came before the Minnesota Public Utilities Commission on April 5, 2012, <br /> acting on an application by Northern States Power Company, a Minnesota Corporation(Xcel <br /> Energy) for a route permit to construct a new 0.6-mile long 115 kV overhead transmission line in <br /> the northern part of the city of Orono in Hennepin County, Minnesota. <br /> A public hearing was held on December 15, 2011, at the Orono City Council Chambers in <br /> Orono, Minnesota. The hearing was presided over by Judge Eric L. Lipman, Administrative <br /> Law Judge (ALJ) for the Minnesota Office of Administrative Hearings (OAH). The hearing <br /> continued until all persons who desired to speak had done so. The comment period closed on <br /> January 31, 2012, at 4:30 p.m. <br /> STATEMENT OF ISSUE <br /> Should the Commission find that the environmental assessment and the record adequately <br /> gShould address the issues identified in the scoping decision?
