3.0 PROJECT INFORMATION <br />3.1 Project Location <br />The proposed Project is located within Hennepin County, Minnesota. Figure 1 shows an overview <br />of the general vicinity of the Project and the Proposed Route is shown in Figure 2. Appendix B <br />includes detailed maps of the proposed Project and the planned replacement of the existing Orono <br />Substation described in this Application. The Project is located wholly within the municipal <br />boundaries of the City of Orono within Township 118N, Range 23W, Sections 29, 30 and 32. <br />3.2 Project Proposal <br />Xcel Energy proposes to replace the existing 69 kV Orono Substation with a new 115-13.8 kV <br />transmission substation and connect the new substation to existing Xcel Energy 115 kV <br />transmission Line 0831 by constructing a new double circuit 115 kV transmission line. <br />The proposed new 115 kV double circuit transmission line primarily runs north and west from the <br />Orono Substation site to transmission Line 0831. Figure 2 and Figure B-2 in Appendix B show <br />the Proposed Route. Appendix B also includes detailed maps concerning environmental factors of <br />the proposed Project. <br />More specifically, Xcel Energy proposes the following for the Project: <br />• install approximately 2,041 feet of new double circuit 115 kV transmission line and <br />structures from the new Orono Substation to the connection point with existing 115 kV <br />transmission Line 0831 at new transmission Structure 076-1; <br />• remove three existing transmission structures (Structures 076, 077, and 078) and <br />associated 1,030 feet of single circuit 115 kV transmission Line 0831 and installing two <br />new structures and approximately 1,095 feet of single circuit 115 kV transmission line to <br />re-route the existing line off of residential property and onto adjacent Huntington Farm <br />Association ("HFA")' property adjacent to the BNSF railroad; <br />• disconnect the existing Line 0831 at transmission Structure 077, install a new double <br />circuit corner structure, and connect the new double circuit 115 kV transmission line <br />from the new Orono Substation to Line 0831; <br />• installing fiber optic ground wire with the new 115 kV transmission line and the replaced <br />segment of Line 0831; <br />• except for existing switchgear (which will be reused in the new substation), remove the <br />existing Orono Substation and construct the replacement Orono Substation as a 115- <br />13.8 kV transmission substation to accommodate the new 115 kV line termination <br />and/or ring bus by, installing a 28 MVA, 118-14.3 kV transformer, adding transfer trip <br />1 HFA is an association of landowners which are a part of the Huntington Farm residential development that is located <br />west of the existing Orono Substation site.
