Sedarski <br />Board of Senior Permitting Analyst <br />Commissioners Xcel Energy <br />414 Nicollet Mall — MP8 <br />Minneapolis, MN 55401 <br />Sara Wyatt <br />District 1 RE: Proposed Orono Substation Expansion <br />New 115 kV Transmission Line Project <br />City of Orono Zoning Application #10-3486 <br />PUC Docket No. E002/1 -R-10-957 <br />Marilynn Corcoran, <br />District 2 Dear Mr. Sedarski: <br />Three Rivers Park District (Park District) understands that Xcel Energy proposes to <br />expand the Orono substation and construct a new 115 kilovolt (kV) transmission line <br />Mark Haggerty as part of said project. The Park District also understands that in addition to the line <br />District 3 identified in the original proposed substation project, Xcel Energy will evaluate <br />routing alternatives for the proposed transmission line. <br />One alternative transmission line route discussed at our meeting on November 1, <br />Dale Woodbeck, 2010, is proposed within Baker Park Reserve, owned and operated by Three Rivers <br />Vice Chair Park District. Under Minnesota State Statutes, the Park District is charged to <br />District a operate, maintain, protect improve, and <br />p p preserve the park system. Baker Park <br />Reserve is a 3,300 acre park reserve under the jurisdiction of the Park District. <br />Please understand, as discussed on November 1, 2010, pursuant to Minnesota State <br />Rosemary Franzese Statutes and Park District policy, diversion of Park District property for any purpose <br />District 5 other than those for which the lands were acquired will be strongly opposed. Park <br />District Policy XII is enclosed for your reference and use. <br />In order for the Park District Board of Commissioners to consider the diversion of <br />LarryAppoi to Chair public ark property, Appointed P P p p y, all alternatives must be considered and evaluated. This <br />diversion includes, but not limited to, fee title ownership, easement, permit, <br />temporary occupancy permit and temporary access. <br />Barbara Kinsey The Park District insists that Excel Energy evaluate all options for the alternative <br />Appointed transmission line route prior to consideration of the route through Baker Park <br />Reserve. If the Baker Park Reserve route is considered, the Park District has <br />identified several components which need to be addressed and evaluated through an <br />Environmental Assessment Worksheet (EAW) process. Following is a partial list of <br />Cris Gears the primary concerns that Three Rivers Park District desires to be addressed in the <br />Superintendent EAW.
