Xcel Energy Orono HVTL Project <br /> Draft Scoping Document <br /> PUC Docket No.E002/TL-11-223 <br /> Page 5 <br /> The meeting will inform the public about the project and the regulatory proceedings; provide a forum to <br /> discuss the environmental, social and economic issues of importance in the areas potentially affected; and <br /> gather public input into the scope of the EA to be prepared for the project. The meeting provides the <br /> public an opportunity to ask questions about the project and suggest alternatives and specific impacts that <br /> should be addressed in the EA. <br /> Representatives of Department and the Xcel Energy will be at the meetings to describe the proposed <br /> project and answer questions. <br /> Written public comments can be submitted to the EFP staff until August 26, 2011. Once the scope is <br /> determined, EFP staff will prepare the EA and introduce it into the record at a public hearing to be <br /> scheduled, noticed and held at a later date. <br /> DRAFT SCOPE FOR COMPLETION OF EA <br /> The Scope issued by the Deputy Commissioner will identify the issues to be evaluated in the <br /> environmental assessment prepared for the Project. The assessment will describe the project and current <br /> setting of the proposed project area. It will also provide information on the potential impacts the <br /> proposed project could have as they relate to the topics outlined in this scoping decision document, <br /> including possible mitigation for identified impacts, identification of irretrievable commitment of <br /> resources and permits from other government entities that may be required. <br /> Based on the information in the record at this time, EFP staff anticipates that the issues outlined below <br /> will be identified and described in the environmental assessment for the proposed Orono 115 kV project. <br /> Additional issues may be identified in the scoping comments and will be addressed in the Scope issued by <br /> the Deputy Commissioner. <br /> I.
