However, due to the significant public interest in this matter, summary public comments will be <br /> heard following oral arguments. Comments should be limited to the scope of the additional <br /> record created by the Administrative Law Judge and summarized in the April 29, 2011 Findings <br /> of Fact, Conclusions, and Recommendations. The time allotted for each pre-registered presenter <br /> will be three minutes maximum. <br /> Persons intending to make public comment and also associated with one of the formal parties <br /> listed above should expect their positions will be presented during earlier oral argument by their <br /> representative. Persons who register to make public comment are encouraged to provide <br /> summary positions on the facts in the case record, and are reminded that all earlier public hearing <br /> comments are included in the record, summarized in Appendix A of the September 7, 2010 <br /> Report of the Administrative Law Judge, and reviewed by the PUC Commissioners in advance <br /> of this meeting. Additionally, the Commission heard extensive public comment at its October 21, <br /> 2010 meeting prior to referring a limited scope for further hearings to the Office of <br /> Administrative Hearings. <br /> Applicants will be allowed 10 minutes for summary rebuttal to public comments. <br /> Deliberations <br /> Upon conclusion of oral arguments, the official record is considered closed. The Commission <br /> will then engage in deliberations and may decide this matter the same day. Commission <br /> deliberations are conducted in public. However, no additional testimony is taken during the <br /> deliberation phase except as a direct and limited response to a specific question from <br /> Commissioners to a party. <br /> Public Comment Registration <br /> • Persons wishing to provide public comment must sign up in advance by either: <br /> o E-mailing the Public Utilities Commission: PublicComments.puc@state.mn.us, or, <br /> o Calling the Public Utilities Commission: 651-296-0406 or 1-800-657-3782, Option 1. <br /> • Please include your name, telephone number and group affiliation, if any. <br /> • Deadline to register is Wednesday,June 29,2011 at 9:30 AM. <br /> Addressing the Commission <br /> • Public comment will be taken in the order in which registration was received; the person <br /> registered must be present at the agenda meeting and may not defer time to another <br /> registered speaker. <br /> • There will be limited time during the agenda meeting allotted for this matter; therefore, <br /> registration is not a guarantee to address the Commission. <br /> • Persons registered will not be provided more than three minutes to address the <br /> Commission. <br /> • Please note that all comments from previous public hearings and Commission agenda <br /> meetings have been made available for review by the Commissioners prior to this <br /> meeting. <br /> In addition to the Administrative Law Judge's FINDINGS OF FACT, CONCLUSION AND <br /> RECOMMENDATIONS, issued on April 29, 2011 (currently available in eDockets), briefing <br />
