1 Q. HOW DO THE POTENTIAL IMPACTS OF THE BAKER PARK RESERVE <br /> 2 ALTERNATIVE COMPARE TO THE PROPOSED ROUTE? <br /> 3 A. Both the Proposed Route and the Baker Park Reserve Alternative have very <br /> 4 similar potential impacts based on an analysis of the State's routing criteria set <br /> 5 for the in Minnesota Statute 216E.03, subd. 7 and Minnesota Rule 7859.4100. <br /> 6 Both routes are similar in length and vary for only approximately 0.2 miles, <br /> 7 while the Proposed Route follows the south side of the railroad and U.S. <br /> 8 Highway 12, the Baker Park Reserve Alternative crosses the north side of U.S. <br /> 9 Highway 12 to Three Rivers Park District property before crossing back again. <br /> 10 For both routes, the nearest homes would be approximately 180 feet from the <br /> 11 Orono Substation and 275 feet from the single circuit portion of the <br /> 12 transmission line. The disparity between the routes appears when examining <br /> 13 potential impacts to recreation, tree removal, and transportation crossings. <br /> 14 <br /> 15 Q. CAN YOU DESCRIBE THE DIFFERENCES BETWEEN THE TWO ROUTES BASED <br /> 16 ON THE CRITERIA YOU IDENTIFIED? <br /> 17 A. Yes. With regard to recreation and tree removal, the Proposed Route will <br /> 18 result in one replacement of an existing structure within Three Rivers Park <br /> 19 District property. In contrast, the Baker Park Reserve Alternative will require <br /> 20 at least two new structures within Three Rivers Park District property in <br /> 21 addition to the replacement of the existing structure where the new line would <br /> 22 intersect with Line 0831. The Baker Park Reserve Alternative will also require <br /> 23 establishment of a new right-of-way of up to 67.5 feet wide and removal of 0.6 <br /> 24 to 0.9 acres of trees in Baker Park Reserve.
