Xcel Energy' 414 Nicollet Mall <br /> Minneapolis, Minnesota 55401-1993 <br /> FESPONSIBLE Sr NA'UAE' <br /> December 8, 2011 <br /> Kelly Grissman <br /> Three Rivers Park District <br /> 3000 Xenium Lane North <br /> Plymouth, MN 55441 <br /> Re: Proposed Orono Substation Expansion and New 115 kV Transmission Line Project <br /> Northern States Power Company <br /> PUC Docket No. E002/TL-11-223 <br /> Dear Kelly Grissman: <br /> Northern States Power Company, a Minnesota corporation (Xcel Energy) proposes to expand and upgrade the <br /> existing Orono Substation, located at 3960 Sixth Avenue North, Orono, Minnesota, and construct new 115 kilovolt <br /> (kV) transmission lines (Project)to connect the planned substation to existing Xcel Energy 115 kV transmission <br /> Line 0831. <br /> During the scoping meeting for the Environmental Assessment held on August 10, 2011, certain landowners <br /> requested additional, more detailed information concerning the size and visual impact of the proposed Orono <br /> Substation and associated and transmission lines. Please find attached to this letter the following: <br /> 1. Schematics indicating the existing Orono Substation site, proposed site layout for the expanded Orono <br /> Substation, and grading and vegetation plans related to the proposed Orono Substation (three pages); <br /> 2. Views of the proposed Orono Substation facility from the south and west (four pages); and <br /> 3.
