The property owner proposes to use the property in a reasonable manner not <br /> permitted by the Zoning Chapter. <br /> Response: Camp for children. <br /> 2. The plight of the landowner is due to circumstances unique to his property not created <br /> by the landowner. <br /> Response: The hill is steep and very difficult for second through fourth graders and handicap <br /> children to carry their life jackets and paddles up the hill. A better designed building will allow staff to <br /> store materials above the 100 year flood plane and keep staffs attention on the boating beach. <br /> 3. The variance, if granted, will not alter the essential character of the locality. <br /> Response: No adjoining owner can even see the building currently or in the future. The view form <br /> the lake will look very similar to the current condition, just newer. <br /> 4. Economic considerations alone do not constitute practical difficulties if reasonable use <br /> for the property exists under the terms of the Zoning Chapter. <br /> Response: No economic considerations. <br /> 5. Practical difficulties include, but are not limited to, inadequate access to direct sunlight • <br /> for solar energy systems. Variances shall be granted for earth-sheltered construction as <br /> defined in Minnesota Statutes, Section 1167.06, Subd. 2, when in harmony with this <br /> Chapter. • <br /> Response: The steepness of the hill is a difficulty for children to carry their equipment up the hill. <br /> The current building is dilapidated inefficient storage for a children's camp. We will need a seasonal <br /> dock to make the connection from the end of the Boat dock to the boat building to allow for wheel <br /> chairs access. Overall a reduction in hardcover if season docks are not considered hardcover. <br /> 6. The Board of Appeals and Adjustments or the Council may not permit as a variance any <br /> use that is not allowed under this Chapter for property in the zone where the affected <br /> person's land is located. <br /> Response: Camp for children in the LR-1B District. <br /> 7. The Board or Council may permit as a variance the temporary use of a one-family <br /> dwelling as a two-family dwelling. <br /> Response: Not applicable. <br /> 8.
