Box 66 <br /> Orono, MN 55356 Crystal Bay, MN 55323-0066 <br /> August 13, 2001 <br /> Mr. Robert Jaffray <br /> �40 Barrett Avenue <br /> Wayzata MN 55391 <br /> Dear Mr. Jaffray; <br /> We have inspected the intersection of Dickenson Street and Barrett Avenue. �%Vhen you had <br /> previously discussed your purchase of stone blocks in a telephone conversatio�i with me, I did <br /> not realize that the blocks were stacked on the pavement in the intersection. Triese blocks are a <br /> traffic hazard and an obstruction in the street per Section 6.07 of the Orono Miznicipal Code. <br /> These stone blocks present a liability concern to the City need to be removed from the street <br /> immediately. <br /> Regarding your request to put these blocks along the edge of the pavement around the radius <br /> �vith an earthen berm behind them, this concept is not acceptable for several rf.asons. This stone <br /> �vall will present a traffic hazard and potential liability to the City. This intersection is at the <br /> bottom of a steep hill and in slippery conditions a vehicle traveling down the hill could easily hit <br /> these blocks causing damage to the vehicle. Currently, the water drains off of the edge of the <br /> radius. This wall will prevent the water from draining off the pavement resulting in ponded water <br /> and possible slippery conditions. Finally, installation of this wall will make plowing of the <br /> intersection more difficult and hitting this wall could cause damage to the sno�v plow equipment. <br /> The City has already had several cases of damage to plow equipment from striking rocks and <br /> other obstructions. <br /> Thank you for your assistance in this matter.
