The City's position is that it is for private <br /> sanitary sewer only, and because he doesn't own the land, it cannot be counted towards his <br /> hardcover, because the actual owner of the property would then lose his/her rights to count it as <br /> hazdcover(even if they can't build on it). <br /> Cou1d you ca11 or fax me with a quick opinion? I'm writing back to the property owner, and I want <br /> to tell him that I've contacted you and gotten your opinion on the easement issue.
