This text amendment is intended to <br />introduce a process whereby a property and project <br />meeting certain conditions and standards can apply for the <br />an expansion permit, to be issued by staff. This could <br />potentially save property owners from having to prove <br />practical difficulties, and the Council, for those projects <br />that went to Council could approve a project based on its <br />own standards. LA20‐61 Code Review Comm. 8/20/2020 2 <br />3 <br />Dry buildable definition ‐ remove 18%. This is a pretty <br />straight forward amendment to amend the definition of <br />dry‐buildable in both the zoning and subdivision codes. LA21‐02 Council 10/12/2020 1 <br />4 <br />Dock Use/ Exceptions. Council member Johnson and Richie <br />Anderson are putting some thoughts together on this <br />proposal to allow limited expansions of dock usage. LA21‐03 Mayor 11/8/2020 3 <br />5 <br />Appeal process ‐ exclude code enforcement activities. This <br />is a pretty straightforward text amendment intended to <br />make sure that subjects of code enforcement action are <br />appeals through the Court system, not through the city. LA21‐01 Staff and C. Attorney recom 9/30/2020 1 Attorney drafted <br />6 <br />Lot area exceptions for dead trees/ buckthorn. This <br />ordinance would provide an exemption from the dead <br />trees/ buckthorn prohibition for lots larger than a certain <br />acreage, considering 1 acre. Staff recommended 11/8/2020 1 <br />7 <br />Repair Broken links/ references. Minor housekeeping <br />response to broken links in the code. Staff 1/11/2021 1 <br />8 <br />Long grass/ weeds. The City Code prohibits long grass and <br />weeds higher than 6 inches. There is no exception for <br />natural or ornamental grasses. An amendment would <br />provide an xception for duly planted or promulgated <br />grasses. Staff recommended 1/11/2021 1 <br />9 <br />Park Dedication. A review of our park dedication process <br />and practice. Substantial effort necessary. CC via Sub. Code 9/14/2020 3 <br />10 <br />Consolidate Definitions. Housekeeping related, review the <br />definitions scattered throughout the city code and <br />consolidate them to one place, remove inconsistencies, <br />etc. Code Review Comm. 8/20/2020 2 <br />11 <br />Plumbing CUPs. Review the process for approving <br />plumbing in an accessory building. Currently many pool <br />houses and similar trigger a CUP while the main concern <br />understood by staff is accessory dwelling units. Staff and C. Review the Code <br />and pursue whether the hardcover limits for lots of <br />record, currently 25% can be adjusted to coincide with the <br />tier, which could increase hardcover to 30‐35% or more. Code Review Comm. 8/20/2020 3 DNR sign off <br />13 <br />City/ State Exemptions from specific areas of the city code. <br />Clarifying the applicability of city codes on certain County <br />or state projects. For instance, construction hours, <br />permits, and noise issues are exempt from city rules. <br />Codifying would clarify expectations.
