DRAFT Comprehensive Fire Service Study MEDINA, MINNESOTA <br /> <br />Matrix Consulting Group Page 1 <br /> 1 Introduction and Executive Summary <br /> <br />The Matrix Consulting Group was retained by the City of Medina to conduct a <br />comprehensive fire service study of the City of Medina. The project was focused on the <br />future fire service needs of the City related to the delivery of services from the four fire <br />departments currently serving the City. <br /> <br />1 Approaches Utilized in This Project <br /> <br />The principal approaches utilized by the project team in this study included, but were not <br />limited to, the following: <br /> <br />• Internal Interviews – Members of the project team individually and collectively <br />interviewed several executives, management, and supervisory staff of Medina, <br />Fire Department leadership from the four (4) departments and command staff. <br /> <br />• Data Collection – The project team collected a wide variety of external and <br />internal data documenting the structure, operations, and organization including: <br /> <br />- Department staffing and scheduling <br />- Documentation reflecting operations management <br />- Numerous output data reflecting services provided <br />- Various other performance information <br /> <br />This data was summarized in a ‘descriptive profile’ of the Fire Departments which <br />was reviewed by the staff of Medina and the Fire Departments. <br /> <br />• Analysis – The project team analyzed the collected data and reviewed interview <br />notes to provide the basis for the final recommendations. <br /> <br />Throughout the study, the project team reviewed facts, issues, and initial findings with <br />Medina staff. <br /> <br />2 Executive Summary <br /> <br />The City of Medina receives fire protection services from four fire departments through <br />contracts with each department. Two of these departments are non -profit corporations <br />and the other two are municipal departments. Hamel Fire Department is one of the no n- <br />profit corporations that approached the City about absorbing the fire department and <br />creating a municipal fire department under the City of Medina’s umbrella.
