This memo is intended to outline recommendations related to staffing the Community <br />Development Department. <br /> <br />2. Building Services. On December 18th, the Building Services committee (Mayor Walsh, Council <br />member Johnson) reviewed the three Building Service (Official/ Inspector) proposals. All three <br />proposed fees as a percentage of permit fees, which the committee rejected. As directed by the <br />committee, I have contacted MnSpect (the applicant the committee was most comfortable with) <br />for an hourly rate for the requested Building Services. As of this writing, I have not received a <br />response, other than an “out of office” reply. <br /> <br />At the same time, the Committee directed staff to prepare job descriptions for publication for both <br />the Building Official and Building Inspector. Once applications are received, the Committee may <br />evaluate candidates and hire one or both positions and contract with MnSpect as appropriate. <br />Based on 2019 fees received, hiring two positions would be less costly than the proposals. <br />Publication of these positions requires adjustment of the Building Inspector job description. <br /> <br />Community Development Reorg. Christine Mattson, Planning Assistant, submitted her <br />resignation on December 21st, her last day in the office is December 31st. With her resignation, I <br />view this as an opportunity to review the job descriptions to ensure that tasks are completed in an <br />efficient manner. Further, through the Union negotiations, it has come to our attention that one <br />planner would like to be considered as a senior planner. While no application or recommendation <br />for filling that role has occurred, it seems appropriate to review that description also. To those <br />ends, I propose changes to the Community Development Director, Senior Planner, City Planner, <br />Planning Assistant job descriptions, shown as tracked changes in the attached documents. <br /> <br />The changes to the job descriptions outlined above typically involves the Personnel committee. <br />Involving the personnel committee and the building services committee introduces a quorum of <br />the Council, potentially initiating an open meeting concern; this can be avoided with the Council <br />action proposed: <br /> <br />3. Staff Recommendation. Staff recommends the Council approve the job descriptions as drafted, <br />authorize the advertisement of the positions as proposed. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to: <br />1. Approve the revised job descriptions as drafted. <br />2. Authorize Staff to advertise the Building Official and Building Inspector job descriptions <br />as drafted. <br />3.
