To consider a resolution approving a variance to allow more than 70% of the roof <br />plane to be covered by solar array. <br /> <br />2. MN§15.99 Application Deadline. The application was received on December 11, 2020 and <br />considered to be complete on December 15th. The 60-Day review period will expire on February <br />13, 2021. <br /> <br />3. Background. The applicant is requesting a variance to allow 75.3% of the garage roof to be <br />covered with solar arrays, 70% is the maximum. The applicant believes the location of the roof <br />plane mitigates any negative visual impact caused by the additional panels. <br /> <br />4. Planning Commission Vote and Comment. On January 19th, the Planning Commission held a <br />public hearing. Following the public hearing, the Planning Commission voted 6 to 0 on a motion <br />to approve the requested variance. The Commission also recommended that the council consider <br />changing the ordinance to remove the maximum coverage rule. <br /> <br />The members of the Commission were in agreement that the difference in panels had no impact to <br />the purpose and intent of the zoning code. The Commission also agreed that the existing trees <br />limiting placement on the roof constituted a practical difficulty. <br /> <br />5. Public Comment. No comments against the proposal have been received. The neighboring <br />property owner has submitted a letter of support, provided as Exhibit G. <br /> <br />6. Staff Recommendation.
