Authorize the Mayor and Clerk to sign the Building Services Agreement with MnSpect. <br /> <br />2. Background. The Building Services Committee has spent the last two months evaluating the <br />proposals for building services, and after speaking with applicants and their references, have chosen <br />MnSpect out of Mound as the provider that best serves the needs of the City. <br /> <br />Staff and MnSpect have prepared an agreement outlining responsibilities. The City Attorney has <br />reviewed the contract and has no changes. Scott Qualle will serve as Building Official. <br /> <br />The contract lays out reimbursement levels based on a per hour rate for time spent on a given <br />permit type. <br /> <br />While the contract is approved in February, the agreement reflects MnSpect and staff <br />recommendation for an effective start date of March 15, 2021. This will allow MnSpect to be <br />trained on the software and processes of the city without impacting or delaying permit issuance or <br />inspections. <br /> <br />3. Staff Recommendation.
