While we have been consistent in our first preference being to connect the site to <br />Heritage Lane to utilize an existing westbound right-turn lane, we also supported utilizing the <br />existing driveway location to the east, contingent upon inclusion of a westbound right-turn lane as <br />stated in our comment letter dated August 17, 2020 (refer to attached). The decision to only require <br />a westbound right-turn lane was made upon reviewing the site specific conditions, benefits, impacts, <br />and travel distribution for the proposed six homes. While an eastbound left-turn lane was initially <br />discussed, a deeper review of the impacts and associated infrastructure costs to include it for the <br />minimal benefit and use were considered to not be reasonable at this location given the scope of the <br />development and will be reviewed in the future for further consideration upon a larger corridor <br />reconstruction project (such a project is not currently being planned). <br />Our staff does review internally created draft turn lane guidance to supplement Institute of <br />Transportation Engineers (ITE), Federal Highway Administration (FHWA), and MNDOT guidance on <br />the matter. Our intent is to someday publish formal guidance, but for now we treat most <br />developments on a case-by-case basis and use the outcomes to further refine our internal guidance. <br />This guidance aides the decision making in our review process and is supplemented with engineering <br />judgement from staff engineers and the county highway engineer.
