To consider the draft resolution of approval for the proposed preliminary plat. <br /> <br />2. MN§462.358 Sub 3b. Application Deadline. The application was received on July 22, 2020 <br />and considered to be complete on that date. The 120-Day review period expired on November 19, <br />2020, but the applicant has agreed to extend the review period to February 23, 2021. The <br />review period will expire on February 23, 2021. If the City does not act on the application, <br />the application is deemed approved, per State Statute. <br /> <br />3. Background. The City Council reviewed the revised preliminary plat at their meeting on <br />February 8, 2021 and directed staff to prepare a resolution of approval. The draft resolution is <br />attached as Exhibit A. The resolution includes the conditions suggested by the Council: <br />a. All City Engineer comments addressed to their satisfaction. [Page 3, A.1] <br />b. Watershed District (MCWD) approval. [Page 3, A.2] <br />c. Hennepin County approval of the road access/ intersection. [Page 3, A.3] <br />d. City Staff comments, attached as Exhibit H. [Page 3, A.4] <br />e. Combination of Outlots A, B, and C to Lots 1, 2, and 3. [Page 3, A.6] <br />f. Covenants protecting tree areas as shown. [Page 3, A.5] <br />g. Landscaping plan to reflect increased evergreen buffering along the east side of the road. <br />[Page 3, A.7] <br />h. Pedestrian easement to provide access to Lots A and B [Page 3, A.8] <br />i. No joint use dock facility for non-riparian lots is to be permitted. [Page 3, A.9] <br /> <br />During the City Council meeting, the Council requested some additional information from the <br />County relative to their requirement for a turn lane off of Shoreline Drive. Information received <br />from the County is provided as Exhibit B. <br /> <br />4. Staff Recommendation.
