Purpose: To approve a change to the City Compensation Plan that reflects a new point value for the <br />position of the City Clerk and to increase the current clerk’s vacation accrual by one (1) week in advance <br />of their five-year anniversary. <br /> <br />2. Background: Employees are entered into the City’s Compensation Plan based on the number of <br />points that are calculated for their position. The three main areas of measurement capture accountability, <br />know how, and problem solving. Last month the clerk requested that the position point values be <br />reevaluated. The clerk felt that the points did not adequately reflect their role as a member of the City’s <br />Management Team. <br /> <br />This position has be reevaluated and the scoring has changed from 339 points to 366 points. This change <br />would move the position from its current grade of 11 to a new grade of 12. The specific changes are in <br />the area of accountability. The first change would be from a category of “D Generally Regulated” to “E <br />Directed.” This change better reflects the autonomy of the position in the performance of the job. Other <br />positions in the City with a category of “E” are the Director of Community Development and the Deputy <br />Chief. Another change was to reduce the rating of “P Primary” to “S Shared.” The other positions with a <br />“P” designation is are the City Administrator and the Police Chief. The change to “S” matches the rating <br />of the other members of the management team. <br /> <br />In addition to reviewing the points, the clerk also requested that their vacation accrual be increased to the <br />after five year level effective on their fourth anniversary (2/6/2021). An acceleration of vacation accrual <br />rates was previously done for the Director of Public Works in 2019. <br /> <br />3. Cost: The change from grade 11 to grade 12 would increase wages and benefits by $5,000 for the <br />2021 budget year. <br /> <br />4. Funding: There is adequate funding in the 2021 budget for this change. <br /> <br />5. Staff Recommendation: Staff recommends the adoption of the revised scoring of the City Clerk <br />position and the granting of the vacation change in vacation accrual. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to approve the updated point value for the City Clerk position and to increase the vacation accrual <br />to the after five-year rate. <br /> <br /> <br />Exhibits <br />A.
