An impervious surface exhibit must be provided to verify areas match the calculations. The <br />exhibit must indicate existing and proposed impervious surfaces. <br />i. Curb, gutter, and a spillway must be provided on the east side of the road at the entrance to <br />direct runoff to the basin, or the Drainage Area Map and calculations should be revised to <br />indicate runoff from this area bypassing Basin #4. <br />j. A stormwater management plan outlining how the proposed improvements will meet all <br />requirements must be submitted for review prior to Preliminary Plat approval to ensure <br />adequate siting is available for required facilities. <br />2. The weir for Wetland A and the culvert under the driveway for Long Lake Creek must be <br />indicated on the plan. <br />3. Final Plans must include the following: <br />a. Grading, Drainage, and Erosion Control Plan <br />b. Street Construction Plan <br />c. Utility Plan <br />d. Landscape and Restoration Plan <br />e. SWPPP meeting NPDES requirements <br />4. The applicant will be required to obtain Minnehaha Creek Watershed District (MCWD) <br />approval and permitting. An existing access route to the Wetland A weir is located on the <br />northeast side of the wetland. This access route should be confirmed as adequate with MCWD. <br />A copy of any approvals or permits required must be submitted prior to Final Plat approval. <br />5. The applicant will be required to obtain a General Construction Permit (NPDES) to discharge <br />stormwater associated with construction activity since more than 1 acre will be disturbed. A <br />copy of the permit must be submitted prior to any land disturbing activity. <br />6. The applicant will be required to obtain Hennepin County approval and permitting for <br />connection to County Road 6. A copy of any approvals or permits required must be submitted <br />prior to Final Plat approval. <br />7. A variance will be required to allow a driveway approach serving more than two lots. The <br />driveway for Lot 2 also serves 1305 and 1405 Sixth Avenue North. In addition, an Access <br />Easement should be established over the driveway across Lot 2 and recorded with the Final Plat <br />per the City’s approval process. <br />8. Since this parcel is in the Metropolitan Urban Service Area (MUSA), the lots are eligible for <br />connection to the municipal sanitary sewer system. The most likely connection point would be <br />on the south side via a low-pressure force main system. Additional discussion with the City <br />regarding sanitary service should be undertaken to determine viability of municipal service. <br />9. The applicant will be required to submit a Maintenance Agreement for all stormwater <br />management structures and facilities. The agreement must define maintenance responsibilities <br />following completion of project, specify types and frequencies of inspection and maintenance <br />activities, designate who will conduct inspection and maintenance activities, and outline <br />reporting requirements. The Agreement will be recorded with the County per the City’s <br />approval process. <br />10. Drainage and Utility Easements msut be provided as follows: <br />a. Over all sanitary forcemain. <br />b. Over all stormwater management facilities used to meet regulatory requirements, including <br />access routes. <br />c. Over all wetlands, creeks, and buffers, including existing access route to the Wetland A <br />weir on northeast side of wetland). <br />d. All swales, structures, and piping providing drainage for multiple properties (including the <br />weir for Wetland A and the culvert for Long Lake Creek under the shared driveway). <br />e. 5’ along all side lot lines, unless adjacent to Development boundary. <br />f. 10’ along all front lot lines, rear lot lines, and adjacent to Development boundary.
