Date Application Received: February 17,2021 <br /> Date Application Considered as Complete:February 26,20211_O` YO <br /> 120-Day Review Period Expires: June 26,2021 <br /> To: Chair Ressler and Planning Commission Members y <br /> Ron Olson, Interim City Administrator `°� G1 <br /> 4'FE s H <br /> From: Jeremy Barnhart,AICP <br /> Community Development Director <br /> Date: March 15, 2021 <br /> Subject: #LA21-000021,John Newell o/b/o Stephen and John Newell (Owners), 1485 <br /> Sixth Avenue N, Preliminary Plat <br /> Public Hearing <br /> Application Summary: The applicant is requesting preliminary plat approval to subdivide his <br /> 24.68 acre parcel into three buildable lots and a road outlot. <br /> Staff Recommendation: Planning Department Staff recommends approval, subject to: <br /> City Engineer comments <br /> Hennepin County and Watershed district approval <br /> Confirmation of two conforming septic sites. <br /> Background <br /> This project was the subject of a sketch plan in 2020 (LA20-000003). The proposal is consistent <br /> with the sketch plan. <br /> Three lots are proposed, each with access off of a proposed new private road that will intersect <br /> with County Rd 6 at the location of the existing driveway. The County has provided comments <br /> regarding the proposal, attached as Exhibit I. No access onto County Rd 6 is proposed or <br /> supported. <br /> The private road serving the development will terminate in a conforming cul de sac <br /> approximately 540 feet from its intersection with County Rd 6. Off of this cul de sac will be one <br /> driveway serving three existing lots. This is no change from the current condition. If it is <br /> determined that a variance is necessary,this variance will be processed with the Final Plat. <br /> Each of the lots will be serviced by on-site septic systems; septic reports have been provided. <br /> The Commission previously suggested connection to municipal sanitary sewer service;while the <br /> property is in the Service Area and therefore eligible,the property does not fall under the <br /> parameters for required connection as in the opinion of staff, the sanitary sewer is not readily <br /> accessible,the infrastructure is not immediately adjacent to the subject property. <br /> Each lot will be served by an on-site well. <br /> There is currently one home on the property. After subdivision,this structure will be remain <br /> conforming, and located within lot 2. <br />
