Because the property is proposed to be reguided in the CMP for single family residential <br /> use at a density of 10-20 units per acre,use,the property should be rezoned consistent with <br /> the intended and guided use. The most appropriate zoning for the intended use is RPUD, <br /> Residential Planned Unit Development District. <br /> 8. The property is 3.69 acres in gross area exclusive of existing public road right-of-ways. <br /> The property meets the conditions of Zoning Code Section 78-626(1) for rezoning to <br /> RPUD because it is directly adjacent and intended to be an extension of an existing RPUD <br /> is not within the designated Shoreland Overlay District. <br /> 9. Rezoning the property to RPUD Residential Planned Unit Development is appropriate <br /> based on the medium-density residential nature of the proposal,which meets the following <br /> general purposes of the RPUD District: <br /> a) incorporates flexibility in land development and redevelopment in order to utilize new <br /> techniques of building design,construction and land development; <br /> b) provides lifecycle housing with the potential to meet affordable and moderate cost <br /> housing needs; <br /> c) incorporates energy conservation through the clustering of buildings and land uses; <br /> d) preserves desirable site characteristics and open space and protects sensitive <br /> environmental features, including sensitive wetland areas; <br /> e) provides design compatible with surrounding land uses, including both existing and <br /> planned; <br /> f) results in a sensitive development in the transitional area located between low-density <br /> single family uses to the south and industrial/institutional uses to the east and north; <br /> and <br /> g) yields development which is consistent with the Comprehensive Plan guiding for <br /> higher density than the typical urban and rural residential development in Orono. <br /> C. Environmental Considerations; Site Planning&Amenities;Transportation; <br /> 10. Conservation Design. The City Council waives the requirement for a Conservation <br /> Development report because this development is a re-plat of a previously platted parcel <br /> min which environmental issues were considered. <br /> 11. Tree and/or Woodland Impacts. The site is extremely flat and open,with no significant <br /> trees located on the property. <br /> 3 <br />
