COMPREHENSIVE PLAN DESIGNATION <br /> The development property has a 2040 Comprehensive Plan guiding land use identified as Urban High <br /> Density Residential which has a required residential dwelling unit density range of 20-25 units per acre. <br /> The proposed multi-family townhome development plan includes 37 units and results in a proposed <br /> density of 10.03 units/acre. The density as proposed falls within the limits of the City's Urban Medium <br /> High Density Residential/Mixed Use guiding density range of 10-20 units per acre. <br /> The development proposal does require a comprehensive plan amendment that would convert the entire <br /> 3.69 acre development site area from Urban High Density Residential to Urban Medium High Density <br /> Residential/Mixed Use. <br /> ZONING DESIGNATION <br /> The development site is currently zoned (RR-1B PUD) One-Family Residential - Planned Unit <br /> Development District. <br /> The proposed development application includes request to rezone the full property to the City of Orono's <br /> (RPUD) Residential Planned Unit Development District zoning. The RPUD zoning does allow for the <br /> proposed development of the site and is compatible and consistent with the City's goals and objectives for <br /> the property. <br /> EXISTING SITE DESCRIPTION <br /> The development property is in the northeast quadrant of the Willow Drive and Wayzata Boulevard <br /> intersection. The property is currently undeveloped with no significant trees and primarily covered with <br /> an open grassy area. The property is 3.69 acres in size and bound by an existing regional stormwater <br /> pond to the west, Kelley Parkway to the north, Wayzata Boulevard to the south and Willow Drive along <br /> the east side. The site is adjacent to available public infrastructure including sanitary sewer, water main, <br /> storm sewer, stormwater management and roadways for servicing the proposed development. <br /> PROPOSED DEVELOPMENT PLAN <br /> It is the applicant's intent to provide a residential development that will have a similar neighborhood look <br /> to the adjacent Stonebay development. As proposed, the new subdivision would transform an <br /> undeveloped parcel into new development consistent with the abutting Stonebay and offer a suitable <br /> transition from the commercial development along the Wayzata Boulevard corridor. <br /> The project includes 37 new multi-family townhomes on individually platted lots with a private roadway <br /> network. The plan provides building setbacks to the development perimeter as recommended by the <br /> City's Planning Commission. A private playground is proposed central to the site in a location that <br /> attempts to address a suggestion by Planning Commission. The development has been designed with <br /> significant pedestrian connectivity both internally and to the external trails and walks.
