CITY OF ORONO MEMORANDUM <br /> L0/� DATE: August 12, 2019 <br /> TO: Mayor Walsh,City Council members <br /> Dustin Rief,City Administrator <br /> KEs"OcLt FROM: Jeremy Barnhart,AICP, Community Development Director <br /> RE: Average Lake Shore Setback discussion <br /> Recognizing the varied lot configurations of lake shore property,the City Council directed staff <br /> to review Average Lake Shore setback regulations, in part to ensure that these configurations are <br /> adequately addressed in the City Code, and in part to ensure that the regulations actually <br /> protected lake views. <br /> The Planning Commission discussed this issue at their meeting on July 15`h. Minutes from that <br /> meeting are attached. <br /> Staff seeks confirmation of goals,and with those, will prepare a draft ordinance for <br /> consideration: <br /> Preservation of Lake views <br /> • Is it the city's intention to preserve a 180 degree viewshed, free of structures? Or <br /> reasonable views of the lake,given inherent development densities? <br /> Accommodates various unique circumstances <br /> • Include meandering,concave,convex shorelines,peninsulas. <br /> • Extreme neighboring setbacks (Farview Lane, others). Is it the City's intent to <br /> preserve views for homes that are setback more than 200 feet from the lake? Should <br /> there be a maximum ALS? <br /> • Unique orientation to the lake (Forest Arms Lane). Is it the City's intent to preserve <br /> views where the homes are orientated over another's' property? <br /> • Lots with double lake frontage <br /> Clarity. Any resulting regulation should be understandable for the layperson.
