IV. Cost Analysis <br /> Detailed cost estimates for the proposed improvements are presented in the appendices. These costs <br /> include a 5 percent contingency, a 20 percent allowance for design, inspection, legal, and <br /> administration costs, and a 5 percent allowance for capitalized interest and bonding costs during <br /> construction. The costs are based on 1999 construction and can be related to the ENR index for <br /> March, 1999 of 5,986. A summary of the estimated costs for the proposed improvements is <br /> presented in Table 1. <br /> Table 1.
