• <br /> Regulatory Considerations <br /> Wetlands in the project area are regulated by several agencies at the <br /> local, regional, state, and federal levels including the (USACE) and the <br /> (EPA) at the federal level; the Minnesota Board of Water and Soil <br /> Resources (BWSR), Minnesota Department of Natural Resources <br /> (MNDNR) at the state level; and Minnehaha Creek Watershed District <br /> (MCWD) at the local level. The MCWD has accepted the <br /> responsibility for the administration of the Minnesota Wetland <br /> Conservation Act (WCA) of 1991. <br /> Construction plans that propose any direct alteration or indirect impact <br /> to wetlands or watercourses within the project area will require permits <br /> from the appropriate regulatory agencies.
