06-3233 <br /> 13 September 2006 <br /> Page 2 of 4 . <br /> B�ckground <br /> In their efforts to rebuild and be�utify their property following �n arson fire in April oP <br /> 2002, St. Edward's Chttrch has applied for a condition�l use permit in order to do the <br /> following improvements to the property: conduct land alterations in excess of 500 cubic <br /> y�rds between the building and the right-of way or County Ro1d 6, consiruct a new <br /> chui•eh sign �t the corner of Perndale �nd County Road G, CO11StI'L1Ct illl 11' high, 12' x 24' <br /> storage shed znd construct a memorial garden including a columb�rium adjacent to the <br /> parl<ing lot. <br /> Any improveme�lt proposed by a conditional use on �property within � residenti�l zoning <br /> district requires review and approval of a new conditional use permit. StaPf was unable to <br /> find the original conditional use permit for the church, although there may not be one, <br /> howevei• the memo regarding the original building permit for the church (1966) and the <br /> most i•ecent re-construction �pprov�l resolution are attached as Lxhibits II & I. <br /> CONDTTIONAL USr 1'�RMIT ANALYSIS <br /> Structural Cover�ge <br /> Pet� Zoning Ordinance Section 78-1403, this property is not subject to the lot coverage by <br /> structures ordinance as the property's area exceeds 1.99 acres. <br /> Hardcover C�Iculations <br /> This property is outside of the Shoreland Overlay District boundaries and therefore IlOt <br /> subject to hardcover restrictions. <br /> Sign V�ri�nce <br /> The site contains a pylon-style sign located at the corner of County Road 6 and Ferndale <br /> as well as a small sign at the parking lot entrance on Ferndale. The Orono sign ordinance <br /> does not adequately address the signage needs of permitted institutional uses within <br /> residential zones. <br /> The applicant has proposed a new monument sign approximately 10'6" high and 10'6" <br /> wide at the top �nd 12' wide at the base. The proposed sign meets City Code Section 78- <br /> 1466(11) regarding monument signs with the exception of overall height, the sign is 6" <br /> higher than the Code allows. The proposed sign copy area is 42 s.f. plus an emblem <br /> within the "gable e�id" oi'the sign area. The Code allows for up to 75% Of�l �lllc�?Clllllllll� <br /> 100 S.f. 51gi� fOI' 51�11 copy area. The proposed sign falls within this allowance. The <br /> proposed sign is proposed to be at le�st 10' from property lines, the rec�uirement for all <br /> commercial districts and the standard which other institutional condition�l uses are held <br /> to (i.e. new monument sign �pproved for the Orono Public School campus in early 2005). <br /> Gr�ding & llr�inagc <br /> As oF the d�te of this report the City �ngineer h�s reviewed ihe plans and requested <br /> fiu•ther i�rform�tion be provided 121 order to continue the engineering t•eview. The <br /> comme�its were supplied to the applicant on September 11, 2005. The City �ngineer <br /> shot�ld have ail opportunity to review �nd approve the revised pl�ns prior to the City <br />
