AZINUTES OF THE <br /> ORONO PLA.NNING COMMISSION MEETING <br /> Tnesday,February 21y 2006 <br /> 6:00 0'clock p.m. <br /> (#OS-3135 ALLEl�i AND DEANNA n'IUNSON CONTINLTED) <br /> Kempl suggested that option be presented to the Council. <br /> Rahn recommended that a plan showing that area lower be prepared to present to the Council. <br /> Gaffion stated Staff�vould request that any additional changes that are proposed,plus the changes that <br /> have been proposed tonight,be documented on plans that could Ue presented to the Council. <br /> 3. #OS-3136 TROY BROITZNIAN, 1860 S�IOR�LIN�DRIV�, V.4RIANCE, 6:57 P.M.—7:32 <br /> P.I12. <br /> Troy Broitzman, Applicant,was present. <br /> Gaffron stated the applicant has suUinitled revised building and site plans after a numUer of discussions <br /> witlz Staff during the past few 1�Zonths. In October this application was refened back to the Planning <br /> Commission by the City Council. <br /> The applicant is now proposing a smaller house,relocated further forward on the lot in line with the <br /> neighboring home to the east. The applicant is also proposing to remove the existing driveway to <br /> Shoreline Dii�-e and create a new driveway to Hentage Drive at the rear, similar to the layout of his t��vo <br /> adj acent lalceshore neighUors, Gaffron stated the volume of fill and grading has been reduced to a net <br /> balance below 500 cubic yards, eliminating the need for a land alteration conditional use pennit. <br /> I�� addition, the applicant has located the house to meet an average setback line defined by the <br /> iinmediately adjacent home to the east and the second adjacent home to the west. The basis for this is that <br /> the Coward residence at 1950 Hentage Drive is located approximately 200 feet further bacl<from the <br /> lakeshore than the neighboring homes alon�Shoreline Drive,being the anomaly among lakeshore lots in <br /> the neighborhood. Gaffion stated the Cowards would prefer a location closer to the lalce and <br /> recoirunended that an average lakeshore line be deternzined off the Charrier and Nelson homes. <br /> Gaffi-on noted the Plaiuling Commission has previously indicated approval of the lot width variance but <br /> denial of a conditional use pern7it for grading in excess of 500 cubic yards to create a walkout sitttation. <br /> Gaffron noted a nuinber of letters fi-om the neighbors have been received within the past day, which are in <br /> opposition to the proposal based on the design of the house, the size of the house, and other concerns. <br /> Gaffi-on disi��iUuted a table of previous hardcover approvals to the Planning Commission. Gaffi-on <br /> indicated the.re have only been a sinall nurnber of lots that have been developed along the lalceshore <br /> illustrated in this table. <br /> Gaffi-on noted the City Engineer has reviewed the latest draiilage and grading plan suUmitted by tlle <br /> applicant. The City Engineer feels the stornzwater issues have been adequately addressed but is <br /> recouunending thai a concrete curU rather than bihiminous should be used alo��g the soutl��vest side of the <br /> driveway. <br /> Gaffr-on stated ihe site grading has been significantly reduced and does not have the negative impacts on <br /> the neighborl�ood that earlier plans cz�eated. <br /> Gaffron stated the Pianning Commission should consider the following issues: <br /> 1. The proposed driveway is 20 feet fi-om the south lot line, leaving ample room for vegetative <br /> screening, althouQh Linder the new plan the retaining���alls and house are reduced to a <br /> PAGE 7 <br />
