St. Edwards was ori�inafly �-anted Council appro��al for a buildin� permit for a <br /> church on the property in 1966. The church building�vas subsequently constnicted, <br /> and has been in use as a church since 1967. However, City records indicate no <br /> formal CUP tivas ever�ran.ed for the church use. The church building�vas destroyed <br /> by fire in April 2002, and the congregation has decided to rebuild in the same <br /> location using the eYistin�foundation. <br /> 4. The church was granted z CUP to permit the use of a day care/pre-school in July <br /> I987,makin�use of lo�ve�level spaces in the church buildin�. That CUP remains in <br /> effect. � <br /> 5. The existinQiproposed b��iding location is centered on t�is 4+ acre property, and <br /> meetsallpertinentbuildir:�setbackrequirements. Thebuildin�locationismorethan <br /> 26' from deiineated«�etlar3� in the NE and NW corners of the site. Reconstruction <br /> of a church buildina on the same foundation is acceptable subj ect to confirmation by <br /> the applicant that the fou��a�ion can structurally support the proposed new building. <br /> 6. Parlcing for the church use is regulated in terms of minimum number of spaces and <br /> location. The number of�talls is determined by the seatin� capacity of the main <br /> assembly roor�t, at a rate af 1 stall per 4 seats. The main �vorship area has seating <br /> desi�ated i�: 143 person_, tiviih an overflotiv area for an additiona140, totaling 1�3 <br /> persons: <br /> Main�ssembly Room Seating Capacity: 183 <br /> Required PL.rl:ing Stalls per Seat: 0.2� <br /> Required P�.rk.ing Stalls: 46 . <br /> Proposed Parking: ' S9 Stalls <br /> The current parking lot h::s approximately �0 stalls; the westerly parking �ving is <br /> proposed to be converted :o a bitttminous turnaround and a meditation garden, The <br /> Cityhas no past parking i=�ues with St. Ed�vards, and the proposed parldng reduction <br /> will still yield a conformi=� number of stalls. <br /> Section 10.61, Subd. 5(A�, requires that "open parkin� spaces on lots must have a <br /> location ot'r,er than a requ_=�d yard except that such parking may be located in a rear <br /> yard to tivith:n ten f:,et of:� interior side lot line an� to within ten feet of a rear lot <br /> lin�." The existin� parl:z��� lot ranges from 10' to 15' from the southerly lot line. <br /> While the seuth lot line L� a side lot line and not a rear lot line, parking is not <br /> proposed to be relocated.�ae City is aware of no pas�issues with t11e parking on this <br /> site.
