Consider a proposed concept plan for a Residential Planned Unit Development <br />(RPUD). <br /> <br />2. Background. The applicants have submitted a concept plan to develop the 3.69 acre parcel at the <br />NW corner of Wayzata Blvd and Willow Drive, south of Kelley Parkway. The plan presented to <br />the City Council is revised and reflects comments made by the Planning Commission. The <br />original plan is attached as Exhibit F. The revised plans are attached as Exhibit A. The applicant <br />has also prepared a narrative describing their project, attached as Exhibit B. <br /> <br />The developer, David Weekly Homes, proposes a development similar to the Stonebay project <br />across Kelley Parkway. The townhome portion of Stonebay is illustrated in Exhibit G for <br />comparison. This project is lower than the density prescribed by the Comprehensive Plan, <br />currently guided for 20 units per acre. A project at this lower density (9.48 units per acre) will <br />require a Comprehensive Plan Amendment. <br /> <br />Comprehensive Plan Impact. The change in land use guidance will impact the City’s density and <br />housing option calculations: <br /> <br /> <br />With no change, calculated density is 3.925. Amending the plan to Urban Medium density (10- <br />25 units per acre) will drop the calculated density to 3.760. The growth deficit of 3 units can be <br />accommodated by programming planned 2031 growth to the 2021 period. <br /> <br />However, the plan proposed requires an amendment to urban medium (3-10 units per acre), <br />creating housing opportunity deficits in both the 2021 and 2031.
